Here is a link to an IGN Network web article that outlines the new 1.11 mage talent review changes. I was referred to this website by a Blizzard employee on the Blizzard forums. It looks like several changes are going to be welcome, but it won't be as awesome as some had hoped:

Some of the high points are:
Arcane Tree:
Evocation and the traditional Improved Arcane Explosion are now available as non-talent spells, freeing up talent points for other things. (Yay!) IAE in the talent tree now gives you additional crit chances.
A few other points in the Arcane tree have been freed up by reducing the number of ranks for talents.
Arcane Subtlety: Buffed (sort of) Now applies to all schools, not just arcane, however, only applies to crit strikes.
Magic Attunement: Buffed
Arcane Resilience: New Talent (regarded by most as useless, but we'll see.)
Arcane Power: Nerfed (This is not unexpected.)
Fire Tree:
Fire Ward: slight Buff
Master of Elements: Nice new talent designed to encourage elemental mage builds. Refunds up to 30% of mana for crit strikes for any school of magic spell cast.
Combustion: Buffed. This talent is redone, providing escalating crit chances until three crits are achieved.
Frost Tree:
Improved Frost Nova, Winter's Chill and Frostbite have been rearrangedin the tree.
Permafrost: Buffed
Improved Blizzard: Big Buff (in my opinion)
Shatter: Buffed (to crit chance bonus on all schools, not just frost spells)
Ice Barrier: Buffed (greatly reduced cooldown)

Incidentally, I've read a lot of mage reaction to this. Obviously those who are displeased are the most vocal and often the most juvenile. Other mages, however, are hailing the changes as interesting and full of potential.
I, for one, am anxious for the patch to take place so I can play with these new options.
